我国粮食主产区农田水利设施配置效率及区域差异分析—
—基于DEA和动态Malmquist指数的实证研究

【摘要】本文首先运用数据包络分析方法对24个粮食主产区2009年的农田水利设施配置效率进行分析和评价,然后运用Malmquist指数方法对2003 -2009年24个主产区的序列数据进行分析.研究发现,2009年西北地区和东北地区的农田水利设施配置效率高于其他地区;2003-2009年我国农田水利设施配置效率的全要素生产率(TFP)指教的年均增长率为12.2%,呈现出快速增长的特征;各地区的TFP指数的增长存在显著差异,黄河流域的TFP指教增长最快;技术进步是促进TFP指数增长的主要动力,而规模效率指数的下滑却减缓了其增长.%By using the DEA method and Malmquist index method, this paper investigated the performance of farmland water conseTvancy facilities utilization in 24 main grain producing provinces in 2009 and analyzed time series data of the 24 provinces from 2003 to 2009. Results show that the allocation efficiency of farmland water conservancy facilities in Northwest and Northeast is slightly higher than other areas of China in 2009. The average level of total factor productivity (TFP) index of allocation efficiency keeps improving, and the growth rate of each region are significantly different.
